Furthermore, an untrained person trying to move the guy causes even more danger to the victim that's why we're often advised to call 9-11 and standby.

I like the guy who pays his cab fare and walks past, and the driver coming from the top who then does a 180 and goes the other way. To the moron 'if they touched him they would have made it worse' maybe ( he died pretty fast ) but you could at least go to him. Talk to the man in his last few breaths on earth. PS that cop car was attending something else, then he noticed the guy. USA! USA! USA! sorry you guys sometimes suck more than anything.
