depends noos? Its about ~95% doesnt work. Water have high resistance. This isnt like tsunamis or anything. The moment once the explosion explodes all the energy is lost within 2-3 secs. You need at least a energy shock that lasts about 10 sec to create surfing waves. Like i said before, Tsunamis are energy powered by bad whether which is wind. Even if u drop tnt into the water u need the blast to be close to u. And TNT like that will kill u before you even get to surf.
