Is this a serious question? This ain't Kieth, but I can tell you the answer is no. He retunes the strings so when you strum the guitar with no fingers on the fretboard you get a G chord. Tuning the low E down to a D just doesn't sound good, so he removed it. Simple as that.

Interesting that he mentions seven string as well, because that is technically the ideal tuning for open G (but obviously not practical for the sixties era electrics). Russians have been using open G on seven string guitars as a standard for years.
