why would it be illegal to save free water from the roof's downspout. I have been doing this for years and it has saved me on paid city water for my garden, bird bath, watering flowers, wetting down a car before washing, etc.. Just don't drink it. Just be sure the container is not see-thru plastic so the algae won't grow.
